FDA "Red List" & US Shipping - Updated 14 February 2025.

I wanted to put together an article here that I could keep updated with any changes or updates to the FDA "red list". Basically, these are any products that the FDA is currently blocking from import to the US. To do a quick catch up, back in 2009, Congress gave the FDA massive control over the tobacco industry with the Family Smoking Prevention and Tobacco Control Act. For many of us, we order online, and you're probably familiar with the "clearance process" that our packages go through with UPS when they arrive in the US. Lately, however, FDA has been blocking a lot of products by saying they are a "new product without a PMTA" (Alert 98-06), or they have "labeling issues" (Alert 98-08).  If you're wondering about the import process, my friend Rob Hubbard of the Snuff Taker's Ephemeris said it best:  "most tobacco snus has been deemed "substantially similar" to tobacco products that existed prior to 2007 and were commercially available in the US, and thus are able to be imported so long as the proper warning labels are in place. Snuff, snus, and chewing tobacco have traditionally been granted a blanket grandfathering-in waiver".  However, lately the FDA does not seem to be going by that any longer (in regards to snus, nicotine pouches are much newer).  Now, many products (snus and nicotine pouches) are being put on the FDA "red list", and many stores are no longer selling these to the US.

NOTE:  You may notice some of these brands - such as Siberia, Velo, White Fox, and XQS are currently sold in the US.  This applies to the products made and labeled in Sweden and imported to the US via an online e-store purchase from Sweden.

What does all this mean?

If you order these products, they may be blocked on import into the US when they go through the clearance process.  They may get through, they may not.  So it is up to you if you want to take the risk, but some stores may not issue a refund or replace the products.  So, order at your own risk if you want to purchase anything on the Red List!  I will update this list as new products are added to this list!

Recently, many stores have decided to stop shipping to the US.  This is a company by company choice that many are making, not something that is in reflection of any legal changes in the US or concerning the FDA or UPS.  In light of that, I wanted to add a section to this article about what stores are, and what stores aren't, shipping to the US.  

Stores that ARE shipping snus to the US (as of 9 March 2025):  Snus24.com (PostNord only, limited selection), SnusPort.com, MrSnuff.com (only Oden's and Siberia), SnusRoom.com (use code SNUSROOM15 for 15% off), SwedishProducts.online (may incur customs fees).

Stores that ARE NOT shipping snus to the US (as of 9 March 2025):  BuySnus.com, MySnus.com, Snus.us, SnusCENTRAL.com, SnusDaddy.com, SnusLine.com, SnusMe.com, SnusDirect.com, SnusExpress.com (many of these are shipping nicotine pouches to the US, but not snus).

Without getting too political, based on the dates of most of these red listings, it seems that this was a big bureaucrat flex by the previous administration on their way out the door, based on some of the other ways they tried to undermine the incoming admin. So, it's gonna take some time to get more discerning people in these positions to clean up the mess.

    3. @Anonymous, regarding the bureaucratic flex of the previous administration. Generally, we don't have anyone in government that is pro harm-reduction. Both parties are pretty anti tobacco. I think the current one may be more friendly to nicotine, but I doubt we will ever have anyone that is friendly to tobacco in power, sadly.

Apparently, prilla is one of the few selling Siberia, the all white stuff, that you can still get online, if you go to snuscentral, looking for Siberia or white fox, you get re directed to prilla.(if you are trying to get them in the US). Unfortunately, they don't offer any snus, just nic pouches or all white Siberia, etc. Reckon it's better than nothing but I will miss Odens... One day soon I suspect other than general, all snus will be red listed..hope I am wrong...

    1. Yeah, and US domestic stores are super restricted on where they can ship to. And they only sell nicotine pouches.

  3. Thank you for providing some background on this situation. I enjoyed the Epok, Lyft, Velo licorice product for several years. Are the any recommendations for a comparable substitute that can be imported or purchased in the USA?

  5. Is there any hope of these being removed from the Red List? I've been ordering Velo/Lyft strong slim all white for years ($4/can) now I can only buy Velo Plus Citrus in stores in the US for $10/can and the pouches are dry like US Zyn. This is a nightmare

  6. I just noticed at TheRoyalSnus.com "All orders to the United States are sent as DDP - Delivery & Duty paid." Maybe this means no $50 Bill from UPS a week later for clearing an order that cost a lot less. Please keep up the great reviews and info!!

  8. Does the clearance time seem to take longer now for you also, with the recent changes? I’m used to my packages clearing quickly, my most recent order (with nothing on the red list) appears to be stuck at clearance in PA. Thanks

    2. Glad to say that as of 2/19/25 my order placed 1/21/25 has cleared customs and is finally headed my way. For anyone reading this, the order was placed through SnusMe and shipped via UPS. I did not order anything on the red list even though it SnusMe would’ve let me, I would’ve ordered a couple rolls of Göteborgs Rapé. Gonna miss that one a lot.

  10. I used snusme and my package, none of which are listed as red lined products, has taken two weeks and still has not left the ups facility it arrived at several days ago. However. I can say for anyone wanting Whitefox and or Siberia All white, prilla is working out pretty good, I received a order from prilla in under a week..

  13. Thanks for the updates Snubie. I have an order I put in for Odens on snusme.com, it’s shipped but fingers crossed. I see they have joined the list as well. Perhaps they are having too many shipments denied delivery? Hope this clears up soon.

  14. I used snusme over the weekend, but postnord is the only shipping option, and they may have stopped that as well. I do not have a lot of hope of ever getting the order based on what their customer service said. But at the time I figured it was worth a try.

  18. Put in a 30 can order with SwedishProducts.com (kapten, Knox, and something called General Voyage Brooklyn). All portioned. Says it left Sweden yesterday and we'll see where it ends up. Not in any hurry for it, at least. Keep you posted if anyone's interested. When will this madness end???

    1. I ordered from them last week, it should be here Monday. The only downfall is you have to pay customs fees with them before it arrives. Mine was around $80. But, sometimes you have to do it to be able to get snus.

    2. I never paid any fees other than shipping with an order I made a few weeks back, but I am sure I was fortunate more than anything else. They also knocked on the door instead of leaving at a post office, so that might have helped. Made another order so will see what happens this time...

    3. My order from Swedish Products came today. This may be my new go-to vendor for snus. Got a 3-4 month supply now. Maybe all this will get sorted out by then (wishful thinking, I know). On a side note, General Voyage Brooklyn isn't to bad for a white portion, but white will never replace genuine Swedish snus, though. Good luck, guys.

  20. Did you have to pay customs/duty fees on your order you received from swedish products? I was going to place order but I have no idea what those fees would be? Can you share how much your order was and what the fees were if any thanks

  22. My order was for 3 rolls (30 cans) and came to $98. Had a choice between UPS and PostNord. Chose PostNord (even though it was more expensive) and paid $20 more than UPS, which might have had duty fees included in there. Don't know. Anyway, that was all I paid. No other fees. Didn't even want a signature. Just left it in the mailbox. Was I just lucky? Maybe.

  25. Just received 40 cans from SwedishProducts.Online (Ettan, Scruf, Grov). Took 1.5 weeks via PostNord. Second time with SwedishProducts so I don't think the first time was just luck. Slightly different US 'warning' labels. Maybe they're ahead of the curve. PostNord is a bit more expensive (and slower) than UPS but is still easy to track. No complaints.
